Youth Charter for Sport, Culture & Arts

Pauline Roscoe & Associates have prepared a prospectus for Youth Charter for Sport to encourage the development of social centres of excellence in Britain and throughout the world.  The charity has a mission of providing young people with an opportunity to develop in life through sport, culture and the arts.  Pauline Roscoe & Associates has also provided the supportive role on the first Social Centre of Excellence based in Toxteth, Liverpool.

 

Prospectus
The document stimulated interest and support for the concept of the development of a network of Social Centres of Excellence by attracting capital and revenue grants with operational and management support for the development of five centres.  Public, private and voluntary sector contributions were encouraged. 

In 1998, following a survey of Youth Charter for Sport's achievements, the practice prepared a prospectus to encourage organisations to submit outline proposals for centres that would provide a welcoming environment for young people who feel that existing facilities do not meet their needs and where they could develop  sporting, cultural, artistic and employment skills.  The Centres would be established on an independent, charitable, self-financing, grant aided and sustainable basis through initial Youth Charter for Sport support.  They would provide a focus for social responsibility and excellence, with youth facilities for training and informal education to encourage the re-introduction of citizenship, language, sport, culture, art and employment skills

Toxteth Centre of Excellence 
A Feasibility Study presented the financial and management implications of establishing a Social Centre of Excellence in the Grade II listed, former Welsh Presbyterian Church and adjacent school building located within the Prince's Road Conservation Area, Toxteth, Liverpool.   Previous attempts by the owners to raise public finance to support its repair had failed, although the proposed site was an important building that provided a focus and landmark for the community. 

Following the initial assessment of the plans prepared for the owners, The Brotherhood of the Cross and Star,  the company co-ordinated a multi-agency design team that had previously investigated the prospect of providing much needed community facilities by converting the church to a centre for the community.  The design team developed revised concept plans to meet the requirements as a Social Centre of Excellence with the church being converted to the main performance area with an extension providing social, training, healthy living and administrative areas. The aim was to encourage sustainability in the broadest sense, both for personal achievement and also for the long term viability of the Centre.  The proposals have the main aim of combating social exclusion and deprivation in an area that merits special consideration.

with an approach applied to disaffected young people providing focus and relevance
using a social curriculum process that is transferable to any of the existing grass root / sports developments in the Commonwealth

A YCS 'Tool Kit' has been produced that: -
monitors and evaluates the socio-economic benefits
provides a quantifiable and tangible assessment of the socio-economic impact
can be used by the respective ministries of sports, culture and the arts.
